At the 28th meeting of the Standing Committee of the 13th Provincial People’s Congress held on March 26, the Regulations on the Administration of Pollutants from Ships in Zhoushan Port were adopted by a full vote and will come into implementation on July 1. The Regulations are the first local regulations to regulate the administration of pollutants from port ships in China, filling the gaps in the superior law and providing a clear legal basis for the “seamless sea-and-land transfer” of pollutants from port ships.

On March 5, at the opening meeting of the Fourth Session of the 13th National People’s Congress, Premier Li Keqiang of the State Council delivered a Report on the Work of the Government.

Recently, the State Council officially issued the Guiding Opinion of the State Council on Accelerating the Establishment and Improvement of a Green Low-carbon Cycle Development Economic System (hereinafter referred to as “Guiding Opinion”). The Guiding Opinions points out that establishing and improving the economic system of green low-carbon cycle development and promoting the comprehensive green transformation of economic and social development are the basic measures to solve the problems of resources, environment and ecology in China.

In December 2020, the overall customs clearance time for imports and exports was 34.91 hours and 1.78 hours respectively, which decreased by 1.82 hours and 0.95 hours respectively compared with the same period in 2017, and decreased by 64.2% and 85.5% respectively.

According to the regular press conference of the Ministry of Transport, in 2020, the main indicators of transportation generally showed a trend of decline-rise-continuous-recovery. It is estimated that the investment in fixed assets of transportation will reach 3.48 trillion yuan for the whole year, achieving a relatively rapid growth. Among them, the highway and waterway are expected to complete investment of 2.59 trillion yuan and 143.8% of the annual investment target.
