Recently, the State Council officially issued the Guiding Opinion of the State Council on Accelerating the Establishment and Improvement of a Green Low-carbon Cycle Development Economic System (hereinafter referred to as “Guiding Opinion”). The Guiding Opinions points out that establishing and improving the economic system of green low-carbon cycle development and promoting the comprehensive green transformation of economic and social development are the basic measures to solve the problems of resources, environment and ecology in China.

The Guiding Opinion has deployed key tasks from six aspects of improving the production system of green low-carbon cycle development, improving the circulation system of green low-carbon cycle development, improving the consumption system of green low carbon cycle development, accelerating the green upgrading of infrastructures, building a market-oriented green technology innovation system and improving the system of laws, regulations and policies.

In terms of improving the circulation system of green low-carbon cycle development, the Guiding Opinion requires building green logistics, promoting green low-carbon transport, and eliminating, updating or renovating old vehicles and ships; Strengthening the promotion of green ship demonstration and application, and promoting the standardization for the type of inland river ships; Speeding up the construction of shore power facilities for ports; deepening cooperation for the Belt and Road Initiative and expanding cooperation on technology, equipment, and services in energy conservation, environmental protection, clean energy, and other fields.
