The Guideline makes it clear that it will set up a credit profile of producer, seller, and user of the marine fuels. The dishonest party will be punished and put on the bulletin board of certain public domains.

The seminar of revision of pollution damage to environment from vessels under CMC has more than 70 attendees. Representatives from administrative departments, Maritime Courts, CPI, insurance companies, shipping companies and universities also attended the Seminar.

On 10 October 2017, China MSA held an expert meeting on the revision of Regulations of PRC on Civil Liability Insurance for Marine Pollution by Ships (“Regulation”) at COPC’s new office in Shanghai. Mr. Zhang Chunchang, the deputy director of Pollution Prevention Division the China MSA, Mr. Zhou Fangzhen from Shanghai MSA and other officials from Shanghai MSA and Changjiang MSA attended the meeting. Experts from COSCO Shipping Energy Transport Co., CPI, PICC Wuhan, the Shipping College of Wuhan University of Science and Engineering, RICC & CO attended the meeting. Greg Wengui Yang from Hai Tong & Partners also attended the meeting as an expert.

Recently, marine accidents occurred successively to large-size bulk carriers engaged in international voyages, meanwhile, considering that many old bulk carriers were found with structural deficiencies, in order to ensure that large-size old bulk carriers are in compliance with requirements of relevant international conventions and their rules, reduce the risk of occurrence of accidents to vessels caused by structural corrosion, structural damage and metal fatigue, etc, and perform duties and obligations of PSC inspection, China MSA decided to carry out special inspection on old large-size bulk carriers.
