China’s Ministry of Commerce announced the addition of 20 Japanese entities to its export control list, effective immediately. The move, outlined in Announcement No.11 of 2026, is based on the Export Control Law and regulations on dual-use items, aimed at safeguarding national security and interests and fulfilling international non-proliferation obligations.
The blacklisted entities, including Mitsubishi Heavy Industries Shipbuilding Co., Kawasaki Heavy Industries Aerospace Systems Company, Fujitsu Defense & National Security, Ltd., IHI Power Systems Co., Ltd., NEC Network and Sensor Systems, Ltd., Japan Marine United Corporation, National Defense Academy of Japan, and the Japan Aerospace Exploration Agency, are identified as contributing to enhancing Japan’s military capabilities.
The announcement prohibits the export of dual-use items to these 20 entities and forbids any transfer of such items originating from China to them by foreign organizations or individuals. All related ongoing activities must cease immediately. Exports under special circumstances will require application to the Ministry of Commerce.
The entities subject to the controls span multiple sectors, including shipbuilding, aerospace, national defense and security, network sensors, and military education and research.
