In accordance with the Provisions of the PRC on the Administration of Overseas Assignment of Seafarers, the P. R. China MSA has drafted the Implementation Opinions on the Administration on Seafarer Assignment Agencies (Draft for Comments) to standardize the qualification management of seafarer assignment agencies. The Implementation Opinions on the Administration on Seafarer Assignment Agencies mainly includes requirements for applying for seafarer assignment, such as entity qualifications, registered capital, full-time management personnel, management system, criminal records of the legal representative, deposit and management requirements for seafarer assignment standby funds, evaluation requirements for the number of self-assigned seafarers, application materials, as well as requirements for changes, annual review, renewal, and cancellation of the “Seafarer Assignment Agency Qualification Certificate”.

This Implementation Opinions will help to improve the standardization of seafarer assignment agency management and further enhance the management mechanism and standards of the seafarer assignment industry.
