Prime Minister Li Keqiang hosted executive meeting of the State Council on June 12, deciding to further promote customs clearance facilitation, including simplifying customs clearance procedures, simplifying regulatory certificates in import and export sections, and continuing to optimize business environment of import-export ports.
According to requirements of the meeting, first, continuing to simplify integrated customs clearance procedures, implementing the customs clearance mode reforming of “two-step declaration”, i.e. first, import summary declaration, second, full declaration, so as to compress the customs clearance time sharply. The rate of “single window” applying to main businesses for international trade shall reach 100% before the end of this year.
Secondly, further simplifying regulatory certificates in import and export sections, the goal of all regulatory certificates excluding those relating to special situation such as safety and secrecy to be declared and handled online shall be achieved one year ahead of the schedule.
Thirdly, all locals shall hurry up to publish the operational time limit standard for enterprises operating in ports, improve the working efficiency of ports. Strengthen management on directory for charging items at ports, implement dues reduction measures, fulfill promises, strengthen responsibilities, and investigate and punish monopolic charging activities.
In the context of rising trade protectionism, China chose to sail against the current and continue to expanding the opening up.
