In response to the national strategy for the integrated and high-quality development of the Yangtze River Delta, P. R. China MSA announced that starting from August 15, 2024, the second batch of innovative maritime service measures will be implemented in the Yangtze River Delta waters. This move aims to further reduce the logistics costs in the region, and enhance logistics efficiency and service quality.
The new measures encompass six major aspects, covering the optimization of maritime administrative services, international cruise ship service guarantees, provision of precise and efficient early warning information, mutual recognition services for ship operation inspection, integrated maritime labor condition inspection services, and remote handling of maritime administrative penalties.
Firstly, maritime administrative services will achieve further convenience for the public. Applicants can handle matters such as crew certificates and ship entry and exit port reporting through the “Maritime APP”, achieving “mobile handling”, “cross-region handling”, and “unperceived handling”. This will greatly improve the efficiency and convenience of maritime administrative affairs.
Secondly, for international cruise ships, MSAs will provide point-to-point service guarantees of “one ship, one policy”, including VTS electronic escort and severe weather warnings, to ensure the safe and efficient operation of cruise ships.
Thirdly, MSAs will provide precise and efficient visual warning information through the “Maritime APP”, including traffic control and severe weather warnings, to enhance navigation safety.
Fourthly, the Yangtze River Delta region will implement mutual recognition services for ship operation inspections. Ships of domestic voyages with valid ship inspection certificates can apply for annual and temporary inspection mutual recognition services through the APP.
Fifthly, the maritime labor condition inspection will achieve integrated services. Owners of ships registered in the Yangtze River Delta region engaged in international voyages can apply to nearby MSAs for maritime labor certificate condition inspections, improving service efficiency.
Lastly, maritime administrative penalties will be supported with remote handling. The parties concerned can receive case filing reminders, submit evidence, sign for documents, and pay fines through the “Maritime APP”, achieving remote processing of administrative penalties.
P. R. China MSA stated that the implementation of these innovative service measures will bring revolutionary convenience to the logistics industry in the Yangtze River Delta region and promote further prosperity and development of the regional economy. Meanwhile, this is also a vivid practice of maritime services supporting major national regional strategies.
