Mr. Huang Guansheng as the director of National Office of Port Administration said on July 3 that positive results were achieved for port charges reduction work. 62 shipping companies initiatively published notices to adjust downwards series of charges including THC by about 5%~10% comparing to previous charging levels.
On July 3, a State Council policy routine briefing was held by the State Council Information Office on July 3, introducing relevant circumstances of optimizing port business environment, accelerating to enhance the level of customs clearance facilitation and answering reporters’ questions. Some reporters mentioned that what enterprises felt most directly was port charges reduction. What results were achieved by the General Administration of Customs in this regard? And which section will be focused on in future steps?
Mr. Huang Guansheng said that in order to promote compliance costs in import and export sections, a port charges clearing work leading group was set up last year, with the Ministry of Finance took the lead and the General Administration of Customs, the National Development and Reform Commission, the Ministry of Transport(MOT), the Ministry of Commerce (MOC) as well as the State Administration for Market Regulation participated in, to promote as a whole the work of port charges reduction, and positive results were achieved.
Firstly, promoted charging publication for import and export sections, and implemented marking prices for port charges. Transparent and clear charging prices forced operational and service enterprises to charge rationally.
Secondly, compressed charging items, and lowered partial charging standards of government pricing and government-guided prices. Number of charging items for port operation and services were compressed from 15 to 11. As of April 1 this year, rates for cargo port dues and port facility security charge have been adjusted downwards by 15% and 20% respectively.
Thirdly, investigated and punished various charging activities in violation, and disclosed to the public 8 cases of charging in violation in the port/shipping section.
Fourthly, guided relevant operation and service enterprises to lower charges. As of March 20 this year, 62 shipping companies including COSCO and Maersk initiatively publish to adjust downwards series of charges such as THC by about 5%~10% comparing to previous charging levels.
Mr. Huang Guansheng pointed out that supervision and inspection would be strengthened in next stage, MOT and MOC would guide, supervise and urge main international liner shipping companies and international freight forwarding companies before the end of September 2019, so as to fully implement charges reduction measures and enhance enterprises’ sense of gain. Before end of September 2019, the State Administration for Market Regulation would take the lead to carry out special supervision for charging in import and export section, relying laws and regulations to investigate and punish charging activities in violation, and investigating port operation and service units and enterprises that are suspected of engaging in monopoly.
