On December 24, 2025, the 2026 National Maritime Work Conference was convened. The conference reviewed the achievements of the past year and the 14th Five-Year Plan period, outlining key tasks for the inaugural year of the 15th Five-Year Plan. The central objective is to accelerate the formation of a modern maritime regulatory and service support system compatible with the goal of building a leading transportation nation.
Data presented at the conference indicated sustained stability in maritime safety during 2025, with notable improvements in regulatory and service efficiency. Looking ahead, the conference emphasized the need to focus on high-quality development, strengthen safety governance, enhance service support, and specifically highlighted the importance of deepening the construction of a rule-of-law maritime sector, expanding international cooperation, and advancing systemic intelligence and specialization.
The progression towards a more legalized, internationalized, and modernized maritime sector presents new opportunities and demands for legal services. We will continue to monitor developments in maritime policies and laws.
