On January 15, 2026, the Maritime Safety Administration of the People’s Republic of China (MSA) announced that China’s electronic certificates for seafarers serving on vessels of unlimited navigation area have been formally communicated by the International Maritime Organization (IMO) to all member states and are now recognized for use overseas.
According to the Announcement, these electronic certificates hold the same legal validity as their physical counterparts and cover all major seafarer documents, including certificates of competency, training qualification certificates, and health certificates. Seafarers can access and obtain their electronic certificates via the official “Maritime Connect” APP or the MSA’s integrated online service platform.
For verification purposes, foreign authorities can scan the QR code on the certificate or use the online verification system on the MSA official website. Seafarers undergoing Port State Control (PSC) inspections or inquiries from foreign shipowners may present this announcement and its annexes as supporting documentation.
The MSA further stated that, starting February 1, 2026, physical certificates will no longer be issued proactively, but seafarers may still request paper versions if needed. For assistance, the national maritime service hotline 400-80-12395 is available.
This move marks a significant step in the international acceptance of China’s digital seafarer certification, greatly enhancing convenience for seafarers working across borders.
