The National Maritime Work Conference for 2025 was successfully held recently at the Party School of the Ministry of Transport. The conference aimed to implement the deployment of the National Transportation Work Conference, summarize the achievements of 2024, analyze the current situation, and clarify the work ideas for the next stage and the key tasks for 2025.

Fu Xuyan, a member of the Party Group and vice minister of the Ministry of Transport as well as the director of the P.R. China MSA, emphasized at the meeting that the maritime system should take Xi Jinping’s thought on socialism with Chinese characteristics for a new era as a guide, deeply learn and implement the spirit of the 2025 National Transportation Work Conference, adhere to the overall tone of seeking progress while maintaining stability, comprehensively deepen reforms, coordinate development and safety, leverage the “three major advantages” of maritime affairs, elevate political positioning, focus on reform and innovation, enhance overall synergy, persist in long-term efforts, advance the “five key breakthroughs" in depth, achieve the maritime “14th Five-Year Plan” development goals with high quality, and provide strong support for accelerating the construction of a transportation strong country.

In 2024, the maritime system profoundly grasped the “five main characteristics” of maritime work, leading the overall leap with “five key breakthroughs”, creating a new pattern for the modern development of maritime affairs, and efficiently ensuring the safe travel of 30.02 million ship voyages, 17.5 billion tons of cargo, 280 million standard containers entering and leaving ports, and 520 million passenger trips. The water traffic accident indicators significantly decreased year-on-year, and the search and rescue action success rate reached 96%.

The conference demanded that the maritime system shall accurately grasp the development situation, consolidate management advantages, leverage openness advantages, enhance professional advantages, and strive to become the cornerstone of waterway traffic safety, the vanguard of transportation reform and opening up, and the pioneer of national strategy. The conference also emphasized the importance of “five key breakthroughs” and required the implementation of various tasks from the national transportation work conference in line with maritime realities, laying a solid foundation for a good start to the “15th Five-Year Plan”.

The Party Secretary and Deputy Director of the P.R. China MSA, Xu Wei, represented Fu Xuyan to deliver the work report. During the conference, a demonstration of the integrated work achievements of maritime supervision and service guarantee was also observed, a report on the national waterway traffic safety situation and administrative law enforcement work in 2024 was announced, and the work effectiveness video “The Protagonist 2024” was watched. Eight units, including the Zhejiang Provincial Department of Transportation and the MSA Hebei, shared their experiences.

The successful convening of the conference signifies that the national maritime system will further deepen reforms, enhance regulatory quality and efficiency, serve national strategies, expand international influence, and contribute to the realization of the transportation strong country strategic goal.
