National Immigration Administration: Foreign crew members onboard ships engaged in international voy

In the afternoon on April 20, the Joint Prevention and Control Mechanism of the State Council held a press conference to introduce the latest progress of prevention and control of Covid-19 import according to law. Liu Haitao, director of Border Defense and Inspection Management Division under the National Immigration Administration, said in response to a reporter’s question that at present, more than 20,000 employees entering into China through means of transportation were inspected by Border Defense and Inspection Organs every day, accounting for more than 70% of the total number of persons entering into China. For ships engaged in international voyages, foreign crew members onboard them would not be allowed to land in principle.

 

Liu Haitao said that the National Immigration Administration would strengthen coordination with other departments such as transportation, health and customs, and ensure the orderly passage of inbound and outbound means of transportation and smooth cross-border logistics transportation on the precondition of ensuring Covid-19 prevention and control safety, mainly including three aspects:

 

First, for ships engaged in international ships, foreign crew members onboard them are not allowed to land in principle. For those of Chinese nationality who have been sailing at sea for more than 14 days and are in normal health and have passed the entry quarantine are allowed to enter into China. As to those of Chinese nationality who have been sailed at sea for less than 14 days, they shall be quarantined in accordance with the requirements of Covid-19 prevention and control at the port of entry to make up the 14-day period.

 

Second, as to cross-border vehicles and trains of transportation, focus on the Covid-19 prevention and control work for inspection on drivers and passengers as well as loading of goods. Foreign vehicles shall unload at designated places of ports, and employees should leave the China on the same day. For Chinese drivers, measures such as record management, body temperature monitoring and regular nucleic acid testing should be taken to effectively prevent the import of Covid-19.

 

Third, as to crews of international flights, closed management would be applied; for those crew members who did not leave the limited area of the port and need to continue to fly international routes, the border defense and inspection formalities shall be exempted for them. For airports where conditions permit, the border defense and inspection organs have set up special passages for the crew to carry out centralized inspection, so as to reduce the probability and risks of cross infection.
